To stay up to date with important notifications: You will need to leave a message and a FKOC representative will call you back. Contact them at 30 to see if you qualify for assistance. KEYS’ CAP is administered by the Florida Keys Outreach Coalition (FKOC). The Utility Board has taken steps to ensure customers have uninterrupted access to electric services and that customers experiencing hardships due to COVID-19 can get immediate bill help.
If LIHEAP cannot help you with your energy bill, KEYS may be able to with its Residential Customer Assistance Program (CAP). To access the LIHEAP Application Packet please visit and click on the COVID-19 Hardship tab. This assistance is offered to individuals who qualify based on their household income and size to help with their financial hardship. LIHEAP can pay a crisis of a past due amount up to $750.00, dependent on funding availability. This program is open to income qualified families and individuals who need help in paying their utility bills. They administer the LIHEAP (Low Income Home Energy Assistance Program).
Monroe County Social Services may be able to help if you are having trouble paying your energy bill due to a hardship. We need to hear from you if you are past due! KEYS has resumed disconnections for non-payment so please make immediate payment or contact KEYS at 30. Late fee procedures are in place for customers who have not paid their past due balance or signed up for a payment plan Box 279038, Miramar, FL 33027, or via electronic debit automatically deducted from your checking/savings account or credit/debit card monthly. Utility bill payments can be made by: phone at 30, via drop box at 1001 James Street in Key West or in front of the Shops of Ships Way in Big Pine Key, by mail to Keys Energy Services, P.O. Customers may also email KEYS at or call 30 with any questions or requests, Monday through Friday from 8:00A to 5:00P. Utility bill payments, service connection/disconnection/transfers, and Customer Service requests can all be completed online. KEYS encourages its customers to utilize a variety of online options that allow them to conduct the majority of all business remotely at. KEYS operating hours remain unaffected by these changes. If customers do not abide by this request, KEYS’ crews have been directed to immediately stop their work and leave the site to ensure their safety. This will allow KEYS’ crews to safely complete their tasks without the risk of physically interacting with customers. During this time, we ask customers to remain indoors while field crews are working on their property. KEYS’ field crews are in the field working and will respond to trouble calls with enhanced masking and social distancing procedures.

We will limit the number of customers in the lobby at one time and require you to wear a mask. Our lobby has been updated to ensure the safety of our customers and employees. In-person services are once again available at KEYS Service Building at 1001 James Street, in Key West. Our commitment to Key West and the Lower Florida Keys is to provide reliable electricity so you can stay safe, healthy, and comfortable during this challenging time. Since mid-March KEYS has been responding to the everchanging situation created by the COVID-19 Pandemic.
